Project summary
The work carried out in the block of land, namely LR No xxx was a comprehensive exercise of physical planning, land surveying, and title processing. These three processes were carried out subsequently. The physical planning process was aimed at producing a Planning Scheme and seeking county approval. The land surveying process was set to partition the land, obtaining the relevant approvals, and registering the leases and titles for each of the parcels.
The brief
Geosurveys and Geospatial Information Limited was tasked to undertake a physical and land use planning and Land surveying activities on behalf of the client.
The main objectives of the assignment were to:
- To investigate the title and confirm approval of the sub-division by the Government of Kenya (Treasury)
- Facilitate rates and rent clearance certificate on behalf of the Company
- To prepare a sub-division scheme plan for the survey proposal and process to final approval by the relevant approving authorities.
- Carry out the sub-division survey and process to authentication by the Director of Surveys and procure the signed Deed plans thereof.
- Process the registration of the leases and title registration for the 21 parcels.
The Process; Our work
Physical Planning:
Upon acquisition and interpretation of the existing data, a subdivision scheme was prepared.
The scheme took into consideration access roads to ensure the newly generated parcels are accessible and utilities e.g. schools, hospitals, etc for sustainable Land use.
The scheme was forwarded for approval at the county level (PLUPA DC8) and later for the National Land commission Provisional and Final Approval.
Cadastral survey:
A control densification was carried out and IPCUs established and monumented. Field survey was done to demarcate 21 portions on the ground as per the approved subdivision scheme. After field survey, subsequent activities were as follows.
- Detailed plans involve a series of steps that incorporates legal, spatial and planning aspects.
- Initial preparations involve data acquisition and stakeholder engagement. A Basemap is generated to integrate the cadastral layer and perform spatial analysis.
- Defining and allocating planning zones to parcels follows and a draft plan is generated to visually represent the proposed land use zones
- The plan must comply to regulatory standards, integrate with broader National and Regional plans and undergo community validation before finalization, approval and implementation.
- A capital Investment Plan should accompany the plans to identify funding sources for infrastructure development and other necessary investments/projects. This could include government funding, private investments or public-private partnerships.
- Continuous monitoring, evaluation and review of these plans is essential for addressing emerging community needs
- Documentation and digital back up of reports, graphics, maps and meeting minutes is vital for transparency, future reference, and legal compliance.
