Project summary
The work carried out in the block of land, namely LR No xxx was a comprehensive exercise of physical planning, land surveying, and title processing. These three processes were carried out subsequently. The physical planning process was aimed at producing a comprehensive master plan that would inform the development control undertakings of parcels. The land surveying process was set to partition the land, obtaining the relevant approvals, and registering the leases and titles for each of the parcels.
The brief
Geosurveys and Geospatial Information Limited was tasked to undertake a physical and land use planning and Land surveying activities on behalf of the client. The main objectives of the assignment were to:
- Carry out a cadastral survey of the 4,000 acres and obtain a separate title deed.
- Obtain Change of use from agricultural to mixed-use development(residential, industrial, commercial, recreational, etc.)
- Carry out a topographical survey, generate levels, and Digitalelevation models to aid in planning.
- Conduct public consultations and participation in change-usethrough on-site advertisements and in public dailies.
- Review micro and macro-level physical planning- this includes thewider planning and development issues within the project area toClient: ConfidentialSector/MarketPhysical and Land Use Planning & Land SurveyingServiceMaster planning & Cadastral SurveysLocationTaita Taveta, Kenya ensure the project conforms to other development activities andthe County Planning guidelines and procedures.
- Prepare a detailed master plan and seek approval from the CountyGovernment of Taita-Taveta and other relevant authorities.
- Consultation on behalf of the client with the County Government ofTaita-Taveta on all matters pertaining to planning requirementssuch as plot size, schemes densities, provision of utilities,infrastructure, etc.
- Conduct Strategic Environmental Assessment (SEA) and obtainapprovals from NEMA.
- Carry out graphics designs for the whole masterplan and submitthe designs to client for purpose of marketing.
- Do acceleration and deceleration lane designs and have themapproved by KENHA.
- Support in the submission and approval of the planning scheme.
- Provide conceptual and model of the project to inform theimplementation of the proposed projects/uses.
Overcoming challenges
The Process; Our work
Physical & Land Use Planning
Planning was the first major task on the site, and of which the result was an approved subdivision scheme as well as a Development Permission form (PLUPA/DC/8 – formerly PPA 2 ) authorizing the subdivision exercise of the parcel. The exercise was successful and approval for the same was issued. The parcel being agricultural land, Land Board Consent for change of use and subdivision was sought from the local board and approval for the same was issued. No objection comments were sought from the officers involved both at the county and the national level.
Master planning commenced with first developing a land use zoning map for the land. The concept was laid out in the form of Map model proposals . After convening several review and consultative e meetings with the client and the planning department of County Government of Taita Taveta County, the model was therefore adopted, and changes integrated to obtain the final Proposed Land use/Zoning Plan.
Work detailing the draft zoning plan was completed after several reviews. The master plan was submitted to the county for approval. The PLUPA/DC/8 approval was issued, and the signed and stamped master plan copies were collected from the county offices.
Cadastral survey
After the issuance of master plan approvals, survey work to place beacons for the resultant parcel was completed. The survey files, consisting of survey plans, drawings, and computation sheets, were prepared and submitted to the Survey of Kenya for approval. The sealed RIMs and approved survey plans were issued and forwarded to the ministry for registration.
Strategic Environmental Assessment (SEA)
SEA was conducted, and the report submitted to NEMA. Public participation was executed, with questionnaires and key informant interviews being administered. Public barazas, in collaboration with local administration, were also held. Newspaper adverts were placed in the Standard and Nation newspapers, along with a similar publication inviting the public to submit comments on the SEA report. Besides the newspaper and Kenya Gazette notices, a radio advertisement was aired to ensure a wider reach for public notification. The final report was then compiled and submitted to NEMA, who issued final approval of the SEA report.
Acceleration and Deceleration Lane
The project borders a Class A (Voi-Taveta) road, necessitating the construction of acceleration and deceleration lanes to enable access to the development. The Traffic Volume Count and Traffic Impact Assessment report were completed and submitted to KENHA. The road designs for the three acceleration and deceleration lanes were prepared and submitted to KENHA, where approval was issued.
Urban Design
Urban design concepts are intended to bring the project to life through 2D and 3D renders, which are used in development control, phasing, marketing, and envisioning. The graphic designs were completed and submitted to the client.

By providing a comprehensive framework for guiding growth and development, a master plan serves as a roadmap for achieving a sustainable, resilient, and vibrant community that meets the needs of its residents both now and in the future.
